Conciliari is documentary, not enforcing. It can surface whether an act appears clearly supported, ambiguous, or clearly unsupported. It cannot make the act legitimate.
A deliberately bounded surface.
One ordinary Conciliari connection can manage spaces and memberships,
use records and artifacts, run workspace-local workflows, read operations
summaries, and use Personal Space. External communications and irreversible
redaction require separate authorization. Every operation remains inside the immutable
conciliari product namespace, and requests without a
workspace selection retain conciliari as their
backward-compatible default.
